There are only two ways that refugees are granted permanent residency to Canada: 

1. The Government invites refugees (somewhat randomly) to move to Canada and the government commits to supporting them during their first year in Canada. 

2. Private groups sponsor refugees (in many cases, the refugees can be selected by the sponsoring group) to move to Canada and that group commits to supporting them during their first year in Canada.
